Short-term TA: Public Health Expert/Researcher

Log-frame: Output Indicator 2.1.: The Government adopted at least 02 (cumulative) demand-driven suggestions that contributed to the allocation of public investments or the change of policy.

From October 2023 through December 2023, the duration is 20 days.

Programming History

A £37.5 million program called renewable Energy and Economic Development (SEED) aims to help Pakistani provinces' economic growth and use of renewable energy. It will assist Khyber Pakhtunkhwa (KP) province in planning and financing the infrastructure and investment necessary for growth, employment, and prosperity. By offering inventive financing solutions to industry for the adoption of sustainable energy practices, the program will also alleviate Pakistan's energy crisis. The first SEED component, Improved Economic and Urban Planning in Khyber Pakhtunkhwa, will be delivered by ASI with a £15 million budget. Longer-term goals of the program include increasing public and private investment levels, improving public investment management effectiveness, and guaranteeing that investments yield higher returns in terms of the economy, society, and the environment. The Foreign Commonwealth and Development Office (FCDO) of the United Kingdom will oversee the program.

Context

To help the Peshawar Clean Air Alliance (PCAA) realize its goal of better air quality for the city's residents, SEED has worked with it. The PCAA is primarily led by members of the civil society, with participation from relevant government agencies, academic institutions, think tanks, and international development partners. These are envisioned as loose network-based platforms that decide on their own membership protocols and elect their own leadership. To accomplish their objectives, the Alliance decides which activities to prioritize and adopts them.

To guarantee that PCAA is a self-sufficient, sustainable organization that operates beyond SEED's departure, support is provided. For PCAA, SEED has up until this point ordered a research report on the status of air pollution in Peshawar. In order to establish a network for monitoring the quality of the air in Peshawar and KP, it has also cooperated with organizations like the Bank of Khyber and the Pakistan Air Quality Initiative. Assignment Goals

Following are the study's primary goals:

• Examining whether the effects are different for vulnerable populations, such as the elderly, women, and children, will help determine whether poor air quality has a negative influence on health.

Key Tasks and Responsibilities

Creation, a review of the literature, and data gathering

• Conduct an assessment of the literature on techniques for determining the relationship between air pollution and health, concentrating on those that make use of data that are equally accessible to KP

• Find medical researchers, academics, teaching hospitals, and hospitals seeking collaboration on research. Work together with appropriate governmental organizations, such as the Health Department, Municipal Corporations, and Environmental Protection Agency (EPA KP).
• Establish an approach based on the information at hand and identify the data sources.
• Create a comprehensive dataset including measures of the health effects of the air, including:
• Data from the Peshawar and KP air quality monitoring stations in the PCAA network.

• Estimate the health effects of ambient air pollution in Peshawar (such as a decline in average life expectancy, years lived with a disability, etc.) and the ensuing economic repercussions.
• Create a thorough report outlining the study's findings, together with statistical analysis, correlations, and crediting information.
• Give recommendations for legislative changes that could reduce the health hazards brought on by poor air quality, including information on the data needed for future research.
• Determine the best adaptation choices, taking into account national interests and needs, as well as the best course of action for decreasing the effects and vulnerabilities of the health sector.
• Calculate the reduction in average life expectancy and daily average life years using the health benchmarks currently in use.

They must make a reasonable effort to comply with any request from Adam Smith International to modify working procedures in order to achieve this goal or another one that will have a good social or environmental impact.

Excellent Performance

• Payment is contingent upon the satisfaction of ASI in relation to the performance by the consultant(s)/subcontractor(s) of obligations under this contract. Consultant(s) and subcontractors shall perform all obligations under the contract with the necessary skill, diligence, efficiency, and economy to satisfy acceptable professional standards and in accordance with Good Industry Practice.
• A suitable amount may be deducted from any payment otherwise due to the consultant(s)/subcontractor(s), if ASI is unhappy for any reason with how the consultant(s)/subcontractor(s) are or have been performing their duties, obligations, and responsibilities under this contract. In such a situation, ASI will, in collaboration with the SEED technical team, identify the specific Service element(s) with which it is dissatisfied and the grounds for such discontent. Any unpaid balance owed by ASI to the contractor or subcontractor will be paid following correction of any subpar work or resolution of unanswered questions.
• If ASI finds that a particular aspect of the Services has not been completed satisfactorily after paying for it, ASI may recover (or withhold from further payments) a sum that is not greater than what was previously charged for that aspect of the Service until the unsatisfactory aspect of the service is corrected to its satisfaction.
